Is this the family in 1891, do you think? As Step 1 you need Clara's official birth cert from the GRO to be certain you have the right person, because there were several Clara Radcliffes around the same age in this census, including one with a sister Elizabeth (Cissie?), and others in Lancs. Do you think her parents came from the Isle of Man? If you don't have her birth cert you need to get her marriage cert first which will give her father's name and occupation. No point guessing and possibly going off in the wrong direction.
