It’s a tricky-to-pin-down family so I’ll give you what I’ve found.
In 1901, Philip Henry Clucas gave his birthplace as Liverpool, just as he had done in 1891. At the 1881 census his birthplace was given as Peel, Isle of Man, but he was a boarder and the information may have been given by the head of that household who perhaps misinterpreted what PHC had told him. Having dug more deeply, I believe that PHC was born in 1844 in Liverpool to a Manx couple (John Clucas and Margaret Welch/Welsh) who had married in Patrick parish IOM in 1834, had 2 children in German parish IOM (Peel is in German) and then moved over to Liverpool where they had at least 3 more children including Philip Henry. By 1851 Margaret was a widow in poor financial circumstances with her 3 youngest children.

The only PHC I can find in 1861 who might be yours is a 15yr old soldier. This next bit is pure speculation, but I’m guessing that he learned his musical skills in the army as a bandsman and met and married Elizabeth Temple in Glasgow in 1870. I found a very credible entry in 1871 in the IGI version of the census but Ancestry must have mistranscribed it. I’ll paste in my notes below so you can see what I’ve tentatively found.

I didn’t find John Clucas and Margaret nee Welch with son John in 1841.

Working on the theory that Philip Henry Clucas might have learned his musical skills in the army, this could be his 1861 census entry:
Twickenham
P H Clucas age 15 private b Liverpool

By census time in 1871 he had been married to Elizabeth Temple for 6 months ---marriage place High Church, Glasgow. His son Joseph was born in Glasgow the following year. So it’s likely that at census time he was in Glasgow.
