Lt.Gov. Shaw to Duke. The Fencibles are now practically up to establishment,and could have been so earlier had it not been for the Duke's wish to have Manxmen in preference to any others. Seventy-two sets of arms have arrived for the Manx Fencibles, Is this a mistake in the name ? or does it mean that they are to we treated as such instead of as Volunteers ? Dissentions in the herring fishing fleet on how nets should be cast etc.

Lt.Gov. Shaw to Duke of Portland. The honest and judicious people in the Island are coming to regard the Fencibles as a blessing. They give paid employment to 300 men and at the same time are made available to work on the land when needed. Two new Irish regiments have come to the Island to organise and train their recruits. These men are popular with the local people,though the English recruits are less favoured, For himself,he would like to see them all gone,but will continue to give them what help he can for the general good of the Service. He got no thanks, however,from Gen. Douglas' regt. though when they came there was not an officer amongst them fit to drill a squad, so that without Fencible help in that respect it would have taken a long time to train them,

Lt.Gov. Shaw to Duke. the recruits of Lord Donoughmore and Col. Talbot's Irish regiments are expected to leave shortly. There will be no regret at this for "they are certainly a sad lot," He has lost his eldest son,who has been killed at Guadaloupe.

Lt.Gov. Shaw to Duke. The pier at Douglas has been damaged, but not nearly so much as has been reported, £200 will probably put it in order. The seas that did the damage were of exceptional violence such as no one remembered to have seen before, Another Irish regiment is to be trained in the Island - Col.Craddock's, This will entail more work for the Fencibles, but they will undertake it willingly, for they are "though I say it,an excellent set of fellows and a right good Corps".

An account of proceedings in the Keys,and the writer's efforts to get them to do as he wished and authorise some taxation, As he was leaving the meeting they presented him with a petition which they wished him to forward to the King. But it was such an untidy and poorly prepared affair that he had to refuse to do so,and sends it for the Duke to see instead. (missing. N.M.)

Lt.Gov. Shaw to Duke. The report of the Commissioners being expected shortly it should be published at once so as to dispel rumours - contrary to the Duke's interests - which are being circulated with regard to it. He suggests that a deputation of a few Manx gentlemen should be sent to London to support the Duke when his application comes before Parliament. This also would make the Manx people realise that they were being given a share in what was being done.

The news that the Duke has obtained the lifting of the embargo on the shipment of coal and grain to the Island from England has been made public,and will be received with gratitude. The suggestions made in his letter of the 27th Feb.were with the idea that they would benefit the Duke's cause,which he has always done his best to forward,in removing the doubts and fears of the many who still regarded him with suspicion and feared that he had designs on the Manx revenues.

Lt.Gov. Shaw to Duke. The merchants of Whitehaven having caused posters to be put up Castletown (without his knowledge or permission) offering high bounties to seamen willing to join the Royal Navy he ordered then to be removed and forbade them being displayed elsewhere. He has written te the Duke of Portland his reasons for doing this but,as he does wish it to be thought that he is corresponding with the Government behind the back of the Gov.-in-Chief,he encloses it (missing N.M.) to the Duke for him to send on if he thinks fit. The high bounties being offered in Whitehaven and elsewhere tempt men away from the Island and adversly effect the recruiting for the Fencibles.

He has appointed Lord Henry Murray to be Commandant at Douglas and,in case ony disputes should arise with officers from Irish or other Corps stationed there it is much to be desired that Lord Henry should be gazzetted a full Colonel so that he may outrank other commanding officers there.

Lt.Gov. Shaw to Duke. He has forwarded to the Duke of Portland a petition for new coinage of small values,which is much needed. The export of provisions from the Island has been forbidden,although four-fifths of the Keys and some of the Council were against it. This because of the very high prices being offered for grain and potatoes by agents from England. A return of the stocks of these articles is being called for.

30.5.1797 Shaw to Duke. (copy) Accounts received of events in Ireland show the need for the I.O.M. to be put in a state of defence and to be on the alert. The Fencibles have been assembled for a month's corps training. Some of the older men,who enlisted in 1793,should be discharged and replaced by younger ones.

Lt.Gov. Shaw to Duke. He is anxious about the large number of men arriving from Ireland in the hope of avoiding punishment for their share in the Rebellion. A number of forged notes of the Perth Union Bank have been put into circulation in the Island. One of the people principally concerned is called Ray or Wray. This shows the need for the proposed Bill against Forgery etc.being got on with.

Lt.Gov. Shaw to Duke. assuring him of his full support,but asking that the Duke will show more confidence in him and so enhance his position in the eyes of the people. This is most necessary if he is to act with good effect when the Duke is absent from the Island. The Keys send a deputation to him under their Speaker (Major Taubman) to enquire what can be done about the Game Act.in which they wish to make some alterations.

G.Quayle to Shaw. enclosing a return of the men enrolled for the Volunteer Cavalry Troop, (see No.24) With the help of the Captains of Parishes, with certain exceptions,the greater part of the Constitutional Troop agreed to join except a few who had already joined the Fencibles,or were too old. but he anticipates little difficulty in making up the eighty four which was the nominal strength of that troop. but it is essential that some allowances should be paid,for though the men are willing most of them cannot,without some pay,afford the necessary time for training.

Duke. to Lt.Gov. Shaw. (copy) expressing his surprise at receiving "Clucas's resignation" without any explanation as to why he hed been forced to offer it under threat of a Court-martial. Without such an explanation he cannot forward it. Complains of lack of information on several other matters. He cannot grant to Shaw the leave he asks for until he knows how long he wants.
