16 Simeon Clegg
Simeon Clegg was born 1844 in Adwalton, co York and baptized 28 July 1844 at Birstall, Yorkshire, the son of John Clegg and his wife Martha. He was apparently a twin, as his sister Elizabeth was baptized the same day. Simeon Clegg appears in 1881, 1891 and 1901 living in Hull, Yorkshire where he was an Engineer's clerk. In the 1871 census of Bramley, Yorkshire he was a butcher. He also appears in the 1861 and 1851 census as a boy living with his parents in Bradford, Yorkshire. Simeon married first to Mary Brook Jan/Mar 1868 at Kirkstall, Yorkshire and they had at least three children: John, Hardy or Harry, and Mary. Mary must have died as a child, she appears in the 1881 census, age 1, but not in the 1891. Mary Brook must have died by 1884 or perhaps they divorced, which was rare, but possible. Simeon then married Mrs Mary Ward Jul/Sep 1884 in Hull, Yorkshire, probably a widow as she had a young son of her own. Simeon died in 1903 in Hull, Yorkshire. His last wife Mary probably died before him, as he is living with another man in 1901.
32 John Clegg
John Clegg was born 1803/1805 in Adwalton, Yorkshire ("age 57" 1861). His parents are not yet known. He married a Martha Sykes and they appear with children in the 1851 and 1861 census living at Bradford, Yorkshire. John was a cabinetmaker or "Master Joiner" and a grocer.

So John Clegg b Adwalton (near Birstall and Drighlington) circa 1804 married at least twice. His first marriage was to an Elizabeth, and they had Phoebe 1833 and Sally 1835, both b Birstall. Elizabeth must have died, and then in 1841, John married widow Marth Townsend, and they had Elizabeth 1842, Simeon 1844 (both baptised together in Birstall 1844) and Sidney 1848.
Martha Townsend als Jowett's first husband was John Townsend and they married in 1825 in Birstall. This accounts for the son, Jowett Townsend age 9 in 1841 and 19 in 1851. I'm not sure where the name Martha Sykes (from the Nick Clegg info above) comes from, and it's purely academic, as it's John Clegg's parentage which we need to see if he may have had Manx ancestry.
I'd say it's highly unlikely that there's any Manx ancestry for Nick Clegg. There were heaps of Cleggs in Yorkshire and Lancashire, and back in the early 19th century, of the Manx Clagues who were living on the mainland, the ones who were using the Clegg spelling were in a very small minority compared to the England-born Cleggs.
