The IOM Guardian Society and the Liverpool Guardian Society were both trade protection societies, strongly organised in the early part of the 19th century with over 100 operating in the United Kingdom. The objects were the protection of trade from losses and fraud by attention to standard administrative good practice and a ready intelligence gathering system, problems which concerned the growing business community of the Island developing in tandem with the resort and new capital of Douglas. The meeting in Douglas which set up a committee to study mercantile credit, led by Henry Bloom Noble,was completely up-to-date with British commercial practices
