N° 65.

The EXAMINATION of JOHN KAIGHIN, aged about sixty Years, taken at Douglas Isle of Man, the 7th Day of October 1791.

Examined by the Duke of Atholl.

This Examinant saith, That he is about sixty years of age, and has been a landholder in Kirk German parish for above twenty years.

He knows, that before the sale of the island in his parish Carriage Services were exacted from such of the Inhabitants as were not legally exempted, and he heard they were demanded through the island.

Before the sale of the island some of these Carriage Services were performed by labour, and some were compounded for by Money Payments. About thirty-six years ago he collected this Carriage Service money for the parish of Kirk German ; was ordered to collect two shillings for each quarter land, and six-pence for each carriage or intack-holder.

He has been himself employed at different times in performing these Carriage Services in repairing the fences of the Lord's closes near Peele.

When he was a boy he and a man were employed in making some repairs in Peele Castle on account of these Carriage Services due from his father.

Since the sale of the island he has paid these Carriages in cash, but cannot say whether he has paid any of these Services since Governor Wood's death.

Before the sale of the island he took the game to belong to the Duke of Atholl,

Since the sale of the island Peele castle has fallen into great decay ; that he did not collect Carriage Services from intacks that had no dwellers upon them.

When he was Collector of the Carriage Service money some persons were not pleased to pay because they were collected in money ; but believes he collected from most that were not exempt: some were negligent in doing their labour, but they would be obliged to do it some or other. when there was no occasion for their labour, they were not so strictly called for. He remembers the time when no Money Payment was called for; but the Carriage Service was performed by labour when called for and work was wanting.
