(for those interested the list of poor is from 1869 - see www.manxnotebook.com/history/poor/1869_do1.htm - however I do have more info on some to add as the same names appears in different lists sometimes with additional info)
I'm unsurprised that deaths of the economically marginal were unreported in the press - Douglas was a hard place to be if poor, maybe the family felt guilty that she wasn't supported by them - I'm suprised she isn't in the index comprised by Brian - have you personally checked the burials for that period in the museum (ie for possible transcription errors/omissions - I found pages missing for early that century)
Re MI - again if Thomas died when the family was in dire straits, carved tombstones would probably be well down on list , there was only a requirement for a will/administration if there was property to be disposed of (in the 18th C there are many defuncts marked paupers who do not figure list of wills) no property meant no need for any admin - I suspect by mid 19th the old ways had broken down badly in Douglas
