Henry and Josiah may be cousins.
Henry was born c. 1861 and Josiah c. 1836/7.
Both Josiah and Henry's father, Frederick (born c. 1838/9) were in the boot trade. and both came from Potton Dedforshire.
In 1881 Henry 20 is living with his parents Frederick 43 a bootmaker and Sarah Ann in Smethwick. Frederick was born in Totton Beds
I can find the family in 1871 in Wolverhampton. Frederick 42 is a shoemaker birthplace Biggleswade Bedfordshire, and in 1861 Frederick 23 cordwainer and Sarah (wife's daughter) 17 m bootbinder.
In 1851 he is 12 with his parents, George and Catherine Tyler in Potten Bedfordshire. George is a shoemaker.

In 1851 (HO107/2019 p. 34) we also have the family of Henry and Mary Tyler in Wolverhampton.
