WW1 Army Recruitment

I just discovered an uncle joined the Royal Irish Rifles pre WW1. His details are as follows

Alexander Miller

Born Douglas, 1st October 1890,

Died: 18 September 1909 (found drowned on the shore, Derbyhaven Isle of Man -18 years old)

The coroners report states Alexander was a soldier RIR , army service number 9284. It doesn't mention which battalion.

Did recruitment for the Irish regiments take place on the Isle of Man ?
