as you probably know Navvy was shortened form of navigator and refered originally to those digging the navigation canals that were common from late 18th C to early 19th C after which the railways inherited their function and the labourers building the railways the name navvy - Railway construction went thro a great expansion in mid 19th C tho most of labourers were Irish he might well have earned his name from employment in England during this period
