It is a free (intended to be temporary) website which Ian Radcliffe opened after Brian's death to accept new will transcripts which weren't being added to the FHS one. Being free it sometimes has problems, and I couldn't open it either when I tried your URL after seeing your message. I then noticed that you had added "www" which it doesn't have.
