The various series of Who's who and Who was who would be held in every major public library and academic library in the UK. They are held in the uni library in Sydney where I used to work, along with the Australian versions. They are reference books which means they can't usually be borrowed, but try inter-library loan at your largest local public library. - I understood that the Library of Congress would send photocopies (within the US) of the required pages if a publication was not held locally and unavailable for inter-library loan.
