I've been looking for a Frances Moore b circa 1825 England, seeking any clue as to whether she could have been a cousin of James.

I haven't found any evidence of this, but I did come across this Moore family:

1841
Lancashire, Walton on the Hill, Everton 23/4+5
Roscommon St
Thomas Moore 60 merchant Y
William 25, Charles 20, Henrietta 15, Fanny 15, Clara 15, all Y
3 servants.

All the children's baptisms appear in the IGI as having parents Thomas Moore and Mary Ann. William b 1813's entry has him as William Nicholls Moore.

A Thomas Moore married a Mary Ann Nichols :

There are some scanty trees on Ancestry which have bits of this information, one by a descendant of Clara Moore. Clara's children were born in Australia.

I'm not trying to say that Clara's sister, Fanny Moore b 1824 is the same person as the Frances Moore b England circa 1825 who married James Moore in Braddan 1848. But it is a possibility.
