The Delegates Commission

Douglas, Isle of Man, January 1, 1847

These are to certify all those it may concern, that we, the undersigned, at the request and in behalf of the Herring and other Fisheries in the Isle of man, do authorise and request William Kennish, mariner, of Douglas, Isle of Man, to bear in person to London this our Memorial for a harbour of safety for our lives and property, and lay the said Memorial before her Majesty's Tidal Harbour Commissioners, or any other Board or Commissioners authorised by law to examine the said Memorial.

And we do further authorise the said William Kennish, to alter the heading of our Memorial, as may be deemed by him necessary, should not the Tidal Harbours Commissioners be the proper Board to lay this our Memorial before; but we strictly prohibit the said William Kennish, or any other person or persons, to alter the prayer of this our Memorial in any other way or manner, of which we hold a true copy:-

The committee who delegate Mr Kennish to be the bearer of this Memorial express their approbation of his conduct, and paid him a high compliment for his great exertions and unprecedented zeal in accomplishing so labourious a task in so short space of time. Mr Kennish took his departure for London on Wednesday night last [13 Jan. 1847] and several of committee, even from remote parts of the Island, accompanied Mr Kennish to the packet, so great is their interest in the accomplishment of the prayer of this Memorial. We understand that Mr Kennish has the good wishes and encouragement of the Governor and the Authorities of the Island; and we wish him also every success.
