Complaining that although the 2nd Bn. of the R.Manx Fencibles was completed to establishment and ready for inspection on 1st.Nov.1795 allowances have been granted only from the 23rd Sep. when the Inspection was made. As this delay was no fault of the Bn. it is unfair that the O.C. should suffer financially through it.
