Report (2nd) by Att.-Gen, and Sollicitor.-Gen. to Treasury. Says that having had reports,and examined witnesses from the Island,and heard Counsel on behalf of both the Duke and the Keys,they find that:- The Herring Custom (or Castle Maze), The Salmon Fisheries, Flotsam & Jetsam, Treasure Trove, Derelict Lands, Seaweed belong to the Duke.
whereas Boon Services are doubtful,but the Duke should be given the right to eclaim them through the Manx Courts, and Game rights should be settled by the Manx Legislature.
other points touched on are Courts Baron,recovery of rents,Custody of Records,Licences for Fairs and Markets, Erecting of Mills, Alieniation Fines and the need for the Duke to be given notice before the passing of any Act by the Manx Legislature.

Recites the history of the Island from the earliest times;the regal rights of its Lords,the Revestment to overcome an estimated annual loss of £350,000 in Duties;argues that the £70,000 paid was much too little,seing based on figures which - owing to lack of supervision over corrupt officials in the past - were but a third of what they should have been. Points out the difficulties arising from a partial sale (i.e only such rights as affected smuggling,and not manorial rights) and how,in the disputes whigh consequently arose the Duke, seing much hurt by the sale he had been forced to make and having few offices left in his gift with which to reward his agents the latter came to look to the Crown for reward and did not uphold the Duke's rights as they should have done, Thus the Duke has gradually lost even the sources of income left to him by the Revestment Act and now enjoys only, the quit rents and alienation fines of their tenants and the rents from their private property. Going on to detail conditions now existing which make the Island exhibit "a picture of disorder and wretchedness" which Governors with no special interest in the Island do little to improve it suggests that the Duke and his descendants should be appointed hereditary Governors,subordinate to the Crown. (There is no indication of the authorship of this excellent literary effort of twenty closely- written foolscap pages in which the cases of the IVth Duke is so well set out. NM.)
