A.Ross to Duke.The Solicitor-Gen. says that the Duke has no power to have appeals heard in the Island on cases which are liable to come before him for hearing. The advocate Stevenson is in London,but appears to be concerned only with the case of Mrs.Stevenson of Balladoole. The Soll.-Gen. asks for a copy of all the Manx laws which should be authenticated by Mr. Quayle.

The Solicitor-General has heard the case of Stevenson v Stevenson (Balladoole) and decided in favour of Mrs. Stevenson, expressing himself as being very greatly displeased with the proceedings in the Island.

J. Quayle to Gov. Lindesay. giving accounts of the seizure of a boat carrying coastwise cargo in Port St.Mary bay,a boat in Dougles bay and a Dutch ship with tea and brandy, bound for Douglas,which was captured at Ramsey. In the last case the Dutchman ran his ship ashore,but Capt.Doo[Dow] of the Whitehaven cruiser sent an armed boats crew aboard. As soon as they started to open the hatches Capt. Math. Christian with about six boats and crews came aboard,disarmed Doo's men and took them and the ship,which had floated on the rising tide,into harbour. The men are being held captive to answer a charge against them of having robbed a passenger on the boat they boarded in Douglas the previous day. The complaint is that all these seizures are illegal as being within Manx harbours where English cruisers have no right to act without the permission of the local authorities.

J. Quayle to H. Harrison ‘We are intolerably plagued this summer with cruisers,which rob and plunder vessels not only within the Heads, but even upon dry ground within the harbours. Capt. Dow has robbed passengers of money and boats of provisions . He and Morris,in the Drogheda cruiser,even threaten to attack the merchant's cellars and warehouses. If they do this the merchants will go elsewhere and the Island be absolutely ruined. Capt.Dow seized certain letters from the passengers on the boat in Douglas which are reported to be orders for goods from Ireland. The ten men taken at Ramsey are still detained.
