A Brief Narrative respecting the Revestment of the Isle of Man,delivered to the Duke of Atholl.( This states, at some length, that the Revestment Act was drawn without a full examination of the matters which it covered, the Govt. being anxious to get it through quickly, and promising to settle details in a later Act. The Duke becoming convinced on reflection,of the injury which was inflicted on his family attempted to get the 'Explanatory Bill' passed in 1766,but on failing to do so "retired with a desponding mind into the Country endeavouring, but in vain,to discard all remembrance of the Isle of Man. The 4th Duke,on succeeding in 1774, went to the Island where he found upon enquiry hat owing to the dishonesty of his father's principal agent in the Island the revenue returned to the Duke was less then it should have been, and as the figure paid for the Island by the Crown was based upon the revenue as officially shown the price allowed was obviously too low. This being brought to the notice of the Crown they appointed a Commission in 1791. In 1792 this Commission delivered a report in which they not only agreed with the Duke's allegations about the revenue but also declared that the Crown, in the haste, of the transfer, had been granted more of the Duke's manorial rights than they should have been.
Also, that since the Revestment the affairs of the Island had been badly mismanaged so that the revenue received from it was nothing like what it should have been, while at the same time the illicit practices - the suppression of which were the excuse for the Revestment - were still being carried on. In 1793 the King appointed the Duke to be Governor of the Island as a first step towards improving affairs in accordance with suggestions made by the Commission. The benefit of this was seen in 1798 when by an Act passed in that year the insular revenue was doubled,a proof that the figure on which the Island was sold was much too low. N.M.)
