Duke to Sec of State pointing out the injury done to the Island by the non-residence of the Attorney-Gen.and his annoyance at finding that the Keys are sending Bills,ill-conceived and badly drawn by themselves,forward for approval without them having been submitted to him as Governor. With this are copies of a memorial re. the bad condition of the prison in Castle Rushen (described) ;a residence for the Gov.and the need for various public offices. Another memorial points out the need for the Att.-Gen.to reside in the Island and suggests that should he not be willing to do so Mr.Robt.Stuart,of Lincoln's Inn, be appointed in his stead.

Duke to Sec of State with reference to the condition of debtors imprisoned in the Island,and asking if the Govt. have taken any steps to improve these as he has requested. Gives it as his opinion that many of the Manx laws are out of date and should be altered,which he wishes to do but finds difficult owing to the Att.-Gen. not being in the Island to help him. Additional subsidiary coinage is also needed as the tokens issued in place of it are not being honoured by those who issue them, and he entreats permission to issue a copper coinage.
