R.Kelly (H.B Castletown) to Duke. No riots have taken place in the district except a small disturbance,soon suppressed,at Port Erin. Should any occur he does not think he has sufficient force at his disposal to control them. He believes the Riots to be due to the rapid advance in the price of bread caused by the prohibition of the import of foreign fleur. If there is any attempt to export corn he anticipates riots.

J.Quirk (H.B Douglas) to Duke. There was a serious riot in Douglas on the 4th Oct.1821 several hundred persons attacking dwelling-houses and shops. Those of T.Garrett and James Cain were broken into. An attack made on the Nunnery Mills was repulsed by the people employed there. As the only force available was three constables the principal inhabitants were assembled and armed,upon which the disturbances ceased. Several of the rioters were taken and sent to Castle Rushen, while prosecutions have been commenced against others by people who suffered damage. Matters are now quiet, but the police force is obviously not efficient.

J. Llewellyn (H.B Peel) to Duke. Serious riots occurred on the 1st,2nd and 3rd. Oct. and damage was done to the houses of people believed to have signed a petition for the exclusion of foreign grain. With the aid of Capt. Gawne and his Troop some prisoners were taken, but the crowd demanded their release, stoned the Courthouse, where they were held, and drove the Cavalry from the town. They were then released on bail. The riots have now ceased, but he has not sufficient force to preserve the peace should they again break out.
