19.12.1816 J.Clarke to Comptroller. stating that as Att.Gen. he had felt it his duty to attend to the conditions at the gaol in C.Rushen, He finds that following on recent repairs "it is in most excellent repair,and in point of conduct and preservation is not inferior to any gaol in His Majesty's Dominions, But the recent escape of two prisoners has drawn attention to defects in its discipline. The gaoler is non-resident and his duties are carried out by turnkeys while the gaoler attends to his other occupations,and as a consequence the greatest irregularities prevail, Also,the a gaoler is a Licenced Publican in the town. He recommends that the Crown ahould appoint a resident gaoler with an adequate salary of £40 er £50 per annum.

Leece & Drinkwater to Duke Owing to the distress in the Island,and the great trade depression, three of the four vessels regularly sailing there have been laid-up and communications are therefor tedious and uncertain. Proposals to run a mail service between Liverpool and Douglas instead of by Whitehaven have been rejected by the Post Office owing to the opposition of Lord Lonsdale,but Leece & Drinkwater feel that with support from the Duke this might be overcome. They therefor offer to build a proper vessel,on the same plan as the Pilot Boats,to operate a regular service on the same terms as that from Whitehaven.,
