Is anyone looking for MILLS in Ramsey?

If anyone has looked for Frederick MILLS, they would have found in the IGI only an extracted entry for "Fredreick" MILLS Christening: AUG 1799 Andreas, with no parents given.

While going through some old transcripts taken from the filmed Andreas parish register I came across this note which had been written at the end of the 1799 entries (the end of the film):
"The above Frederick Mills is son to George Mills and Ann Christian.
An illegitimate twin from Lezayre undoubtedly baptised with the other twin
in Lezayre" [August 1799]

But were they? I couldn't find any of them in the IGI except for the above entry which omits the parents.

They appear to have been a Ramsey family. The Maughold parish register has this marriage:
3 Jan 1858
George Frederick MILLS, Full age, Bachelor, Shoemaker, Ramsey, [father] Frederick Mills, Shoemaker, and
Margaret Ann KELLY, Full age, Spinster, Ramsey, [father] Edmond Kelly, Barber.

The father Frederick looks like the baby who was taken to Andreas to be baptised in 1799.

Frederick Mills & Margaret Cowin married in Maughold on 24 Dec 1826. Frederick MILLS 74, Derby Road, Ramsey, was buried in Maughold on May 12 1872. Son George Frederick MILLS 64 yrs., Ramsey, was buried in Maughold 29 Dec 1897.

In Maughold marriages there was also:
24 Dec 1863
William BLAIR, Full age, Widower, Boilermaker, Ramsey, [father] William Blair, Farmer, and
Margaret MILLS, Full age, Spinster, Ramsey, [father] Fred Mills, Shoemaker

Frederick appears in Ramsey directories [Manx Notebook] and in the 1851 Ramsey census as a shoemaker. In 1851 he is in King Street aged 50 b. Lezayre (as the Andreas vicar thought), with his wife Margaret 49 b. Lezayre, and 5 sons and 1 daur all b.Ramsey (son George 18 also a shoemaker).

There was a bapt in Ramsey for George Christian MILLS on 24 July 1859 with Father: George MILLS, Mother: Margaret Ann [IGI]. Geo.Christian MILLS 10 wks, of Church Street, Ramsey, buried Maughold 11 Sep 1859.

But who was the other twin who the Andreas vicar thought was being baptised in Lezayre? And what happened to father George Mills, and to mother Ann Christian?
