R S S 1886

Today whilst walking up Castletown Rd from the Quarter Bridge I turned left onto the Public Footpath which runs to Groves Road, it took me between Saddle Mews on the right and the NSC. Just before reaching Groves Rd, I noticed in the stone wall on the right a design in brick wich resembles a pointed arch, above the point is set a stone block (could be sand stone) on which are carved the letter R R S and the date 1886. Does any one know anything about it?
