If it weren't for the reference to "Benjamin Callow of London" in the newspaper cutting you mention (have you seen it, or just heard about it ? --might it have said Islington, not London ?) then the Benjamin Callow in the 41, 51 and 61 censuses fits well. The 1851 census was taken on the night of 30th March, and the baby in the household was 1 week old, not yet named. Ten years later, the child who fits into that slot is William H Callow.

You really need to buy the birth certificate of this William H. I predict that the parents will be Benjamin Callow and Catherine Colville Worsley. Have you any idea of what date William H celebrated his birthday ? 23rd March ? Of course, this doesn't actually prove that we've got the right WHC b 1851. Benjamin Callow had died June Quarter 1864, and I can't find a credible Catherine Callow, widow in 1871; she might be with a married daughter.
