Missing in 1881 Census

Hi,

I have been sorting out loose ends and have realised that my mother's father, ARTHUR BROWN, who was the son of John Mearns Brown and Isabella Christian of Ballekey is missing from the 1881 Census. I can find the rest of the family, but Arthur is a missing link. He was born in 1863 and was apprenticed to a draper, I believe William Dawson of Ramsey, but he does not seem to be staying with the Dawson family.

In 1881, he would have been 18, so should still be serving his apprenticeship. An obituary in 1917 saus he commenced business in 1881, in Peel, but this is wrong, and his letterhead gave a moe realistic date of 1883. He did start in Peel, and by the 1890s was at 4/6 Market St, moving the business to Glasgow House in the Market Place in Ramsey some time in the 1890s, and selling the Peel business a few years later.

Can anyone suggets why I cant find him in the census ?
