As explained on the initial page, the listing is an index to the IoM FHS publications.

As such it lists the burial dates in the grounds of the Established Churches and later of the Douglas Borough Cemetery.

It seems that not all deaths resulted in a burial in consecrated ground, or at least were not recorded.

I don't think cremation was available at the time of interest.
