inheriting land

I have a 19th century will where one son is left unnamed lands and premises in Ballaugh and the other is left unnamed lands and premises in Kirk Michael. At the next census the first son has moved from Jurby into a farm in Ballaugh, but the other is still living with his family in what I gather was a slum area in Douglas, and continues to do so for the next 30 or so years until his death.

Can anyone suggest a reason why this should be, or how I can find out what could have happend to prevent him taking up his inheritance. I'm sure it doesn't help not knowing the name of the property.
