I suspect that there is more than one James Moughtin born in 1845/46. One in Lonan and one in Liverpool. You may want to look at three certificates:
There is a James Moughtin who married in Liverpool in the June quarter of 1845 (vol 20 p 223). A Sarah Johnson is on the same page.
In the March quarter of 1846 there is the birth of a James Moughtin (vol 20 p. 1076). Who are his parents and where did the live?
In the December quarter of 1892 there is the death of a James Moughtin aged 46 (Vol 8b page 164.

I could not locate the March 1846 James in the 1851, 1861 or 1871 cencus.
I did find one of the right age and birth location in 1881 and 1891, and both times his place of birth is Liverpool.

If these are your people, two loose ends:

1. Why is James a "Salter" on the marriage certificate and a shoemaker in the census?
