Parents of Margaret Crow

I am trying to find the parents of Margaret Crow (or Crowe) who married Henry Cooile at Rushen on 8th October, 1791. In the Parish Register it indicates "Henry Cooile and Margt Crow with the Consent of Guardians & both of this Parish were married in this Church by Licence this 8th October 1791 by me, John Clague, Vicar. This marriage was solemnized between us {Henry Cooile, my x, Margt Cooile late Crow, x}. In presence of us, Wm. Qualtrough, John Gawn."

I do not know who the Guardians might be. Would having to have the Guardians consent only imply that one of the parties is under 21? Could there be another reason for having a Guardian? Where can I find details about how and when Guardians were appointed?

Henry Cooile was baptized at Rushen on 15 March, 1769. Parents: Henry Cooil (died/buried 17 December, 1779) and Joney Cubbon, died/buried 6 June, 1813).

Therefore, I am guessing that Margaret may be under age? There doesn't appear to be a presence for any Crow or Crowe family in Rushen in 1791 so I assume she came from another part of the island. I cannot find a Will naming a daughter Margaret either prior to 1791. Joney Cooile's 1813 Will names both her son Henry Cooile and her daughter-in-law Margaret Cooile.

Can anyone help with trying to identify where Margaret Crow came from?
