I know for a fact the top floor apartment wholly new, and the building was extended when it was still a hotel and later to create tthe new service core.
The effect of foreshortening might bring the cliffs close to the building. I see an aerial shot of the cliffs to the west on a site called kayak dot isle of man

I would be surprised wif it were anywhere else, maybe let me see the image?
