Sue asked me to respond to your query as I have researched the Belfast Radcliffe's as well as the rest of the radcliffe branches from Andreas.

From the Sally Mc Cambridge book "Andreas" The Lough also known as Lough Hom previously known as Bayr ny h'Ayrey Croft. as of 1727 Manorial rolls the land was divided into 12 half acre lots belonging to different families. The name Lough Hom is now obsolete. John and Ann lived there as did John 's mother. These lots are off Bernahara Rd

John Radcliffe's parents were Thomas And Jane Lace
Thomas's parents were Richard and Elizabeth Stevenson
Richard's parents were Richard and Margaret Quark
Richard's parents were John and Jane Teare

The family below John and Ann in the 1841 census were John's mother Jane, Robert is his brother. I'm not sure about the 2 Jane's. john sister Jane married Robert Corkill in 1830 and emigrated to America so not in the IOM 1841 census. They could be family from another Belfast family.
