Don't get too hung up on what the census gives as his birthplace. Remember how the data was collected: the census taker came to the door, and asked questions of whomever answered. Sometimes the person who answered knew the information and answered "correctly" and sometimes they didn't know, and made an educated guess. Sometimes the person who answered was the next door neighbor...

Ages, too, are often "in the ball park" but not exact.

I am sure that there was no specific attempt to defraud, just honest lack of knowledge.

Another thing to remember, too, is that often the place given was "Isle of Man", and then some higher-up census worker, in an attempt to make the record more accurate, crossed out "Isle of Man" and wrote in "England".

Just go patiently back in time through the records, one birth, death, or marriage certificate at a time.
