Duplicate Wills

I have noticed that the two wills indexed as

COWLEY, Ann 1890 Pee E 50 01064510
COWLEY, Ann 1894 Pee 29 0106518

are exactly the same, word for word, except that the 1894 one has at the top -

"Submitted by: Shirley C Hogensen
Date: 23 January 2003
Original: LDS: 0106581

whereas the 1890 one has -

"Submitted by:
Date:
Original:

The Wills begin "This is the last will and testament of me Ann Cowley of Athol Street in the Town of Peel (widow) made and executed this 1st day of December One thousand eight hundred and ninety."

and conclude: "29 January 1894 Jane Cowley and Maria Cowley sworn as executrixes.(etc)"

which is where I presume the dates come from, but I don't understand why there are two reference numbers. Does it mean two copies of the will were filed?
