A note to readers,

This article was originally written in December 2001, and because of the delay in publication, several facts are now out of date.

Two noticable ones are that the Qualtrough website URL is now www.qualtrough.org and John David Qualtrough Cannan is of course now no longer Speaker of the House of Keys.
