Nigel, when you ask which area of indexing is actually regarded as the priority for overseas members, the answer depends on whether you are asking about civil registration or about all records?
If all records, I think that the most help to overseas members would be indexing documents not available on LDS microfilm, such as all names and places given in marriage contracts and land records.
